FED:Govt says Thomson police probe is a stunt

CANBERRA, Aug 22 AAP - The federal government has dismissed as a stunt a coalition
plan to refer embattled Labor MP Craig Thomson to the NSW police.

The member for Dobell repeatedly has denied using a union credit card to pay for escort
services, saying it was regularly used by other people within the Health Services Union
when he was national secretary.

Opposition legal affairs spokesman George Brandis says if that's the case then a police
investigation is warranted.

"It is a crime in NSW to use someone else's credit card for your own personal expenses,"

he told ABC Radio on Monday.

"If Mr Thomson isn't telling the truth then it seems reasonably clear that at least
some of the outlays from his union credit card were for personal expenses."

Fair Work Australia is investigating the union, but Senator Brandis said that inquiry
was limited to industrial matters.

Labor frontbencher Anthony Albanese said Senator Brandis' police referral should not
be taken seriously.

"Authorities don't need Senator George Brandis," he told reporters in Canberra.

"It is just a stunt ... which is why he is not taken seriously in terms of his position
as shadow attorney-general."

Mr Albanese said he had no reason to doubt Mr Thomson's denial of any wrongdoing.

"It is the case that certain allegations have been made, the member for Dobell has
denied them, this has been an issue that has been around for some period of time," he
said.

"...people are innocent of any allegations until they are proven."

Mr Albanese also rejected the coalition's call on Sunday for Mr Thomson to be stripped
of his economics committee chairmanship.

The minister said the only parliamentary member facing actual charges was Liberal senator
Mary Jo Fisher, chairwoman of the Senate's environment committee, who is due to appear
in court over allegedly stealing groceries from a supermarket.

"What we need here is a bit of consistency," Mr Albanese said.

There was no room on the parliamentary schedule this week for Mr Thomson to give a
public explanation, and in any case a "very public discussion has occurred" on the matter.

Meanwhile, opposition finance spokesman Andrew Robb says Fair Work Australia appears
to to have been caught "seriously flat-footed" by its pedestrian approach to the issues.

He said the Australian Securities and Investment Commission should be given the power
to oversee union finances.

SYDNEY, Feb 19 AAP - The pilot of an ultralight aircraft which crashed into the water
off Pittwater in northern Sydney today was practising take-offs and landings, according
to an eyewitness.

Lindsay Wellings from marine services company Palm Beach Marine said the aircraft stalled
and hit the water hard off Stokes Point at Careel Bay about 9.30am (AEDT).

The pilot was uninjured in the crash.

"He was doing practice take off and landings and was landing and had a bit of a malfunction
and it tipped into the water," Mr Wellings told AAP.

"He came down fairly hard and stalled it.

"He was only seven metres off the water when he crashed."

Mr Wellings said the fuselage of the plane was extensively damaged but the pilot, Graham
(second name unknown), who was wearing a helmet and protective gear, was able to escape.

"We saw him come out okay and people from Palm Beach Marine came out and picked him up," he said.

He was aged in his late 20s or early 30s, Mr Wellings said.

The weather was fine at the time.

Water police took the pilot to a waiting ambulance for examination and he was later released.

The plane was salvaged by a crane barge sent by Palm Beach Marine and taken to Paradise
Bay Marina for repairs.

SYDNEY, Feb 10 AAP - A person "with an enormous amount of animosity" towards businesswoman
Helen Liu wanted $120,000 for a story on her and former defence minister, Joel Fitzgibbon,
a judge has been told.

Journalist Richard Baker said he never met or spoke on the phone to the person, but
he had independently corroborated much of the information provided in emails by the source.

Mr Baker said no money was paid to the source and, despite claims to the contrary by
Ms Liu, he believed the documents used for the story were not faked.

He was being cross-examined in the NSW Supreme Court on Thursday by Bruce McClintock,
SC, on behalf of Ms Liu, a Chinese-Australian property developer.

She has taken legal action against The Age newspaper and Fairfax journalists Mr Baker,
Phillip Dorling and Nick McKenzie.

She has asked Justice Lucy McCallum to make orders which would effectively compel the
journalists to reveal their sources for the story.

But their barrister has argued the journalists considered themselves bound by undertakings
of confidentiality to their sources.

The February 2010 article alleged Ms Liu had paid $150,000 to Mr Fitzgibbon, in circumstances
suggesting corruption.

Mr McClintock took Mr Baker through emails - which have been redacted so as not to
identify the contact or sources - between the contact and the journalist.

"You would agree the contact evinced an enormous amount of animosity towards my client
in these emails?" he asked.

"Quite often, yes," replied Mr Baker.

He agreed that at one stage the source had asked for $120,000 and said contact had
been made with another media group.

Mr Baker said before the story was published he approached Donald Junn, Ms Liu's long-time
legal adviser, and showed him some of the documents.

He said Mr Junn later suggested the journalist go back to Mr Fitzgibbon "and put to
him that Helen Liu is considering giving him up".

"If Joel hears this, he will know that it is no empty threat," Mr Baker reported Mr
Junn as saying.

The hearing is continuing.

The Victorian government is today expected to bring down its official response to the
Bushfires Royal Commission's final report.

The report was released last month .. and contained scathing attacks on those in charge
when the Black Saturday fires swept Victoria last year ... killing 173 people.

The Victorian government has already supported 59 of the commission's 67 recommendations
.. but is holding out on the remaining proposals .. including voluntary buy-outs of homes
in high-risk fire areas and overhauling overhead power lines in bushfire zones.

The government ruled out buy-outs of high-risk homes in the days immediately after
the final report was released.

A man will face a Queensland court today charged with the torture and sexual assault
of a woman in a wheelchair.

The 21-year-old's accused of attacking the 48-year-old woman at a home in Kallangur
near Redcliffe north of Brisbane a week ago.

The Australian Greens plan to introduce legislation that aims to provide six months
paid leave for new parents .. and they want the rich to pay for it.

Greens Senator SARAH HANSON-YOUNG will table a bill to set up the scheme when parliament
resumes in a fortnight.

She wants the government to scrap legislated tax cuts for high income-earners .. due
to be paid from July 1 .. and funnel the money to mums and dads instead.

Under the Greens 900 million dollar plan .. new mums and dads would receive 26 weeks
of leave paid at the minimum wage of 544 dollars a week.

The scheme would cover full-time .. part-time and casual workers .. and include adoptive parents.

Vic: $100,000 reward to solve 15-year murder mystery

MELBOURNE, Aug 17 AAP - A $100,000 reward has been posted to find those responsible
for the death of a Victorian man following information which has led police to his remains.

Fred Goggin left his home in Dobies Court, Westmeadows, in Melbourne's north, to walk
to his mother's Glenroy home on Sunday, May 30, 1993.

He was not seen again.

Information from a witness has led to the discovery of Mr Goggin's remains, with detectives
now treating his death as murder.

Detective Sergeant Tim Day said he hoped the reward might encourage a person who called
Crime Stoppers in 1994 with information on Mr Goggin's death to come forward.

"(The caller) provided specific and detailed information regarding the identity of
Fred's killer, how he was killed and the location of where Fred was killed. I urge that
caller to call back," he said.

Investigators also hope DNA found on Mr Goggin's body may help police identify those responsible.

Det Sgt Day said that while Mr Goggin's family now knew his ultimate fate, they deserved
answers as to why he was killed.

Police say the Department of Public Prosecutions (DPP) will consider granting indemnity
to anyone who provides information as to the identity of the main offenders.

Police in Western Australia say they're questioning the son of a murdered couple ..

found in the bedroom of their suburban Perth home.

Officers were called to the Yokine house at about four o'clock (WST) this morning ..

and found two men waiting outside the house.

It's been confirmed the dead man was a retired police officer .. but police haven't
released the couple's names.

Fed: ABARE cuts export earnings forecast due drought, =3

ABARE said its mineral energy exports forecasts are slightly less than it predicted
in September because of the negative effect on earnings of the Australian dollar and some
weakening in metals prices.

But Mr Glyde said benefits from high levels of investment in the mining industry were
apparent with the volume of mineral-resources production and exports increasing.

Metals and other minerals are forecast to contribute nearly $68 billion in 2007-08,
a decline of more than one per cent from the previous year.

"The fall reflects the effects of lower prices for a number of metals and an assumed
higher Australian dollar," he said.

But earnings from energy exports are forecast to jump by seven per cent to $42 billion,
supported by an increase in the value of thermal coal, LNG, uranium, crude oil and related
petroleum products exports.

NSW: Swim to raise funds for tsunami zone

SYDNEY, April 19 AAP - Swimmers are being urged to swap the pool for the ocean on Sunday,
and take part in an event aimed at building support for the people of Gizo, in the Solomon
Islands, devastated by the recent earthquake and tsunami.

But the Shake Shake Swim for Gizo, from Sydney's Shelly Beach to Manly Beach, will
have no winners, organiser Paul Ellercamp said.

"There are no winners in a tsunami," Mr Ellercamp said.

"We won't have race winners, either. We want as many people as possible to come down
and just swim without the pressure of competing, and help raise funds for the people of
Gizo and its surrounding islands.

"It will be a day when people can just come down and enjoy the sea, in marked contrast
to what the sea has done to Gizo."

The Shake Shake Swim for Gizo - "shake shake" is pidgin for "earthquake" - is being
held on Sunday, April 29.

More than 50 people died when an earthquake and tsunami struck the Solomons on April 2.

NSW: Woman flees attempted abduction

SYDNEY, Dec 22 AAP - Police are searching for a man who attempted to abduct a woman
who was walking along a Sydney street.

The 40-year-old woman was on George Street, South Windsor, at 12.30pm (AEDT) on Tuesday
when she noticed a a white Ford Trader truck following her, police said.

Trailing her, the driver asked the woman four times to get into the vehicle as she
attempted to run away.

On the fourth occasion he pulled up beside her at an intersection and got out of the
car, but she managed to fight him off and he fled the scene.

The driver is described as being of Middle Eastern appearance, aged between 50 and
55 years, 175cm tall, of stocky build, with short brown gelled hair.

He was last seen wearing a blue singlet and khaki shorts.

Police have urged caution to residents and visitors to the area as investigations continue.

BRISBANE, Aug 15 AAP - Peter Beattie will need all of the skills honed over 32 years
of political life to win a fourth term as Queensland premier.

The 53-year-old former union official and Labor state secretary had landslide wins
at the last two polls, in 2001 and 2004.

But the last win was the start of a very bumpy ride for his Labor government and Mr
Beattie's personal popularity has declined.

Soon after the 2004 election there was controversy over power blackouts, which sparked
an independent review.

And then there was what became known as "Winegate" when a staffer of then indigneous
affairs minister Liddy Clark flew liquor into an alcohol-free Aboriginal community.

Later in the year, riots on Palm Island triggered months of debate over the parlous
state of indigenous communities and relations between police and Aborigines.

Federal issues troubled the premier in early 2005, when he was forced to apologise
over Cornelia Rau being detained by Queensland police and housed in an immigration centre,
despite being an Australian resident.

In March 2005, Liddy Clark finally quit the frontbench over paying for indigenous leader
Murrrandoo Yanner to fly to Palm Island.

Then came news long serving Speaker Ray Hollis had failed to account for travel and
entertainment expenses.

But there was much worse to come for the government when malpractice allegations against
overseas-trained rural-based doctor, Jayant Patel, erupted onto the political stage.

The Dr Death scandal, which effectively claimed the scalp of health minister Gordon
Nuttall and a number of top bureaucrats, continues to plague Mr Beattie and is mentioned
at every opportunity by the Opposition.

Mr Beattie could do little to save two seats falling to the Liberals at byelections
in Redcliffe and Chatsworth in August 2005, as polling showed his personal rating dropping
below 50 per cent for the first time since he came to power in 1998.

A third byelection, in the Gold Coast seat of Gaven in April this year, saw yet another
Labor seat lost, this time to the Nationals.

But Mr Beattie has tried hard to revive Labor's fortunes.

He launched a number of major policy initiatives, including a $6.4 billion health funding
boost, $36 billion Blueprint for the Bush and a multi-billion dollar water grid, which
has the green light from 18 mayors in south-east Queensland.

Mr Beattie will have to put in a superhuman effort to maintain a strong majority in
parliament and lead Labor into a fourth term in office.

Should he win again, there's likely to be conjecture about his future as premier as
he will have chalked up a decade in the state's top job during his next term.

Mr Beattie has anointed deputy Anna Bligh as his successor.

SYDNEY, April 9 AAP - NSW Police are being forced to spend more than $8 million to
replace recording equipment after discovering interview tapes had deteriorated so badly
many could not be used in court as evidence.

Police Minister Carl Scully would not detail how many tapes had been rendered useless
but said many were now of poor quality, a News Limited newspaper reported.

Mr Scully said this could compromise evidence required for court.

The police force will need to spend $8.6 million upgrading 230 interview machines.

New South Wales Premier MORRIS IEMMA says he wants thugs who assault lifeguards ..

to face up to the maximum 25 years in jail.

Under the present Crimes Act .. penalties for assault range from two to 25 years ..

depending on the offender's intent and the amount of damage caused.

Mr IEMMA says he wants the law amended when parliament resumes next year .. so courts
consider it an aggravating factor if the victim of an assault is a volunteer.

He says people who selflessly give up their time to save those in distress on the beach
.. shouldn't be considered easy targets by thugs and hooligans.





Riot police are patrolling North Cronulla Beach .. in Sydney's south today .. amid
fears of violence between locals and visitors .. after an attack on two lifeguards last
Sunday.

CANBERRA, Aug 8 AAP - The mother of Australian astronaut Andy Thomas is confident the
US space shuttle Discovery will land safely today, but says she's bracing herself for
the danger time - the final 30 minutes.

The Discovery will return to the Kennedy Space Centre at 6.46pm (AEST) and Elizabeth
Thomas is enduring a nervous wait as news of the mission continues to filter through.

Adelaide-born Andy Thomas, 53, is one of seven crew taking part in NASA's first shuttle
mission since the Columbia disaster two-and-half years ago. He is one of NASA's most experienced
astronauts with three previous space missions.

The Discovery mission has been plagued by problems, one of which necessitated a risky
spacewalk mission to remove pieces of debris from the shuttle's fragile belly.

Despite NASA's reassurances that everything is on schedule, recent insulator problems
mean there are concerns over the durability of the shuttle's insulator tiles as it re-enters
the atmosphere.

"I've been glued to the Sky Channel news all night actually, watching what they said
about the shuttle coming down," Mrs Thomas told the Nine Network today.

"The worst part is half an hour before they come down - that's the danger part.

"That's when Columbia went but I am quite confident ... I'm looking forward to them coming down."

The Columbia shuttle burst into flames as it attempted re-entry on February 1, 2003
killing all seven astronauts on board.

Discovery's external fuel tank lost some foam insulation upon takeoff, but unlike the
tragic Columbia mission, the shuttle was not damaged by the debris.

Mrs Thomas said she had received an email from her son, instructing her not to worry.

"He said not to worry, everything was fine," she said.

"But I must say when bits start dropping off it's a bit worrying."

Andy reacted publicly to the fact that despite all efforts, pieces of insulating foam
flew off from the shuttle on take off.

But Mrs Thomas said she wasn't surprised her son had voiced his concerns.

"Andrew can be like that," she said.

"He tends to be critical if things aren't done properly - how well I know ... ."

With this his farewell mission, Andy plans to visit Australia in October with his new
wife Shannon Walker, 39, also a NASA astronaut.

Enron and Blockbuster plan to introduce the entertainment on-demand service in multiple U.S. cities by year-end. Beginning in 2001, Blockbuster expects to extend the service to other domestic and international markets.

For the first time, customers will be able to choose from a large library of movies through their TV screens and enjoy VHS-quality or better with VCR-like control (pause, rewind, stop). The service will be expanded to other entertainment choices, including games and Internet services, which can be accessed either through the television or PC.

Mourning over loss seems too private to put on a car sticker.(Local)

MARIO BLANCO smiles warmly as he discusses the young girl, frozen in time, memorialized on the back of his Ford F-350 truck.

The 6,000-pound-plus diesel provides a large landscape for Raven Maria Blanco, who died in March 2007. Her picture is there, as is the address of the website dedicated to her too-short life. Raven stopped breathing in a dentist's chair after taking a sedative. She was 8.

The memorial "makes her close to me, because I'm in the truck all the time," Blanco told me last week. The website has a link to a foundation the Chesapeake family started to protect child dental patients.

Mario Blanco's tribute to his daughter is one of a number of moving memorials around Hampton Roads.

Maybe you've seen them:

Praying hands stenciled on a rear car window for a loved one who died in his 80s. Angels floating on clouds to remember an infant. Sparse words acknowledging the life of a service member killed in Iraq or Afghanistan.

Kendall Bradshaw's family has two vehicles adorned with the words "In Loving Memory of 'Turtle,' " and showing a picture of the reptile. The nickname refers to 14-year-old David Gardner Jr., a Portsmouth boy who died two years ago in an accidental shooting at a friend's house.

Bradshaw's son and Turtle were friends and had played baseball together. Her husband coached both boys.

"I encouraged both stickers be taken off after the one-year anniversary, but they weren't ready," Bradshaw told me from her Portsmouth home.

Another sticker recognizes Steve Fisher, a 43-year-old private contractor and retired Marine who was killed when his convoy was ambushed in Iraq.

Jeff Filip owns the site InMemoryDecal.com, a Pittsburgh-based producer of vinyl stickers for cars, trucks and vans. The company did its first memorial sticker in 1997 for a Pennsylvania teenager who died in a traffic accident.

"I made hundreds," Filip told me in a phone interview.

About five years ago, the company decided to push its Internet business. It now sells about 1,200 decals a month online, and roughly 90 percent are memorial stickers. Filip said requests come from all over the world.

As heartfelt as these messages are, they strike me as a little morbid.

I know families and friends have suffered a great loss. But that grief feels personal, not like something that should be shared with fellow motorists.

And do relatives gain any peace when, every time they start the car, they see a constant reminder of their missing family member?

That's not the way Becky Lynch views it.

The 32-year-old Chesapeake mother has a memorial to her infant son, Triston, who died of sudden infant death syndrome in 2003. Several family members also carry the sticker, which features a cherub.

For them, "It's keeping his memory alive," said Lynch, who sits on the board of the Virginia SIDS Alliance. "We love him so much."

I'm glad she and others find comfort in the memorials.

But I wouldn't put a memorial sticker on my car. The pain would be too much.

THE MIDDLE EAST CRISIS THAT JUST WON'T GO AWAY.

WASHINGTON -- The following information was released by the Brookings Institution:

It is often said by people in the Middle East, especially Israelis and Palestinians, that "in the end, we always come back to the Arab-Israeli conflict." That is exactly what happened on Thursday, May 19, when U.S. President Barack Obama delivered a major policy speech at the State Department, introducing new principles for negotiations based on 1967 borders, and this past weekend, when at least 10 unarmed protesters were killed by Israeli fire on a day the Palestinians call the "Nakba," or "Catastrophe." The Arab-Israeli conflict is once again front and center.

But if the broad brush strokes of this story are by now painfully familiar, the context and the particulars of this week may point to a different kind of flare-up while the United States seeks to restart peace talks. There is, of course, the Arab Spring: The Palestinians see the new narrative of the Arab revolts for greater freedoms, justice, and equality joining their own decades-old search for the same, and for a state of their own. For Israelis, Sunday, May 15, was the day when the Arab awakening washed up on their own still provisional borders, reminding them yet again of how vulnerable they are and how isolated they have become.

Coordinated protests on Israel's 1949 armistice lines with Syria and Lebanon -- as well as in the West Bank, Gaza, Egypt, and Jordan -- have alarmed many Israelis and raised concerns that Israel lacks the practical means to counter mass demonstrations in the future. In fact, only a heavy security presence near the Egyptian and Jordanian borders with Israel prevented protesters from besieging these areas as well. Israelis are realizing the tangible effects of a rapidly changing region in which old certainties are dying and fears of a return to conflict are revived.

Palestinian refugees, meanwhile, used the tools of today's revolutions -- the Internet in general and Facebook in particular -- to organize protests and assert their right to return to their homes in what is now Israel. An estimated 600,000 Palestinians are on Facebook in the West Bank and Gaza alone, and nearly one-third of them are thought to be politically influenced by social media. When Fatah and Hamas finally signed a reconciliation agreement two weeks ago in Cairo, they were responding in part to a campaign for Palestinian unity organized by Internet activists that had managed to mobilize thousands in both the West Bank and Gaza. Emboldened by these developments, activists are organizing more mass protests and marches to pressure Israel, the international community, and their own leadership as the Palestinian-imposed deadline for statehood approaches in September.

What made this year's Nakba Day all the more remarkable, though, were the events along the Syrian-Israeli de facto border. Thirty-eight years of near-total calm along the nearly 50-mile frontier were shattered as dozens of Palestinian protesters trampled their way through the security fence into the Israel-occupied Golan Heights. The event marked a failure for Israeli intelligence and the military and showed the impotence of the 1,250-member United Nations observer force established to monitor the 1974 Separation of Forces Agreement. It also showed that Bashar al-Assad's Baathist regime is ready to export instability if necessary, especially to Israel; given the degree of restrictions on movement in the area, it is inconceivable that the protesters could have reached the security fence without the acquiescence and participation of the Syrian authorities and security forces.

With the situation in Syria likely to worsen in the weeks ahead, was the breach a power play from a regime determined to reinforce the point that only it can ensure stability? Or was this a means of diverting attention from Syria's own crackdown and bolstering Assad's credentials as a resistance regime against Israel? In fact, it was likely both. The move may have backfired, however, leading Israel's military to conclude that Assad and his regime cannot be relied upon to deliver calm along their sensitive border. With May 15's events, the assertion that only with Assad comes stability and after him there is chaos has already been turned on its head. This is the moment for the international community to send a clear signal that it will not tolerate being blackmailed by the Assad regime, especially when the region's stability and security are at stake.

Obama's speech on Thursday proved that American and Israeli leaders can put off talking about these issues, but not for long. The president's mention of the 1967 borders as a basis for talks with the Palestinians provoked a sharp response from Prime Minister Benjamin Netanyahu even before he got on the plane to Washington, where he is due to meet with Obama May 20 and speak to a joint session of Congress on May 24. Netanyahu rejected Israel's withdrawal to such "indefensible" borders. As Haaretz columnist Aluf Benn opined in his recent editorial, Netanyahu's aim is to bolster Israel's defenses against the third intifada -- not present major concessions.

By offering ideas on future security arrangements for a demilitarized Palestinian state as well as borders, Obama has finally laid out parameters on two of the four main issues (the others being Jerusalem and refugees) of the conflict. He also stressed the importance of a contiguous and viable Palestinian state that borders Egypt and Jordan, but rejected the idea that Palestinians could establish a state through a vote at the United Nations in September.

The problem is that these ideas have come two years too late. The parties aren't speaking to one another, and their last attempt to do so only showed how far apart they are. There are also serious doubts as to whether the U.S. president has the political will and political strategy to push both Israelis and Palestinians as he campaigns for reelection. At best, Obama has pressed another reset button in order to start talks. He has not explained a clear way forward other than a vague call for the United States, the Middle East quartet, and Arab states "to continue every effort to get beyond the current impasse." Meanwhile, Palestinian leaders, particularly President Mahmoud Abbas, feel freed by the Palestinian unity deal and will likely pursue their efforts for recognition of a Palestinian state at the United Nations if serious negotiations do not start soon -- despite Obama's explicit rejection of this move.

This year's changes in the Middle East and North Africa have had a profound impact on the prospects for peace in the region. The people of the Arab world are no longer willing to play by the old rules, in which peacemaking is determined by Israel's security concerns and the United States' electoral calendar. There is a growing impatience to ensure justice for the Palestinians and a state of their own. Serious moves are required, therefore, to establish two states, Israel and Palestine, this year. The situation requires a new international effort similar to the Madrid conference that followed the first Gulf War in 1991. Back then, it was U.S. leadership that brought new impetus to achieve peace between Arabs and Israelis. This time, clear parameters on borders and security arrangements, as presented by Obama on Thursday, as well as the other core issues, could provide the basis and impetus for a final-status deal.

Failing that, the relevance of both Israeli concerns and American efforts will continue to recede as the Palestinians seize the initiative in an environment dictated by Arab popular will. It promises to be a long, hot summer in the Middle East.

IFEX DEFENDS MEMBER BCHR IN LIGHT OF FREE EXPRESSION ABUSES.

Manama, Bahrain -- The following information was released by the Bahrain Center for Human Rights (BCHR):

Last week, the president of Bahrain Center for Human Rights (BCHR), Nabeel Rajab, made history as the first person prosecuted in the Arab world for a tweet, reports the Arabic Network for Human Rights Information (ANHRI). He was accused of alerting readers through Twitter to "fabricated" pictures of the tortured body of Ali Isa Saqer, who Rajab alleged died at the hands of security forces in a Bahraini prison. While Bahrain is quickly turning into a police state, IFEX has expressed concern for Rajab and the sudden escalation of arrests and threats against other free expression advocates in Bahrain.

On 10 April, Bahrain's Interior Ministry issued a statement accusing Rajab of distributing fabricated images of Saqer and declared that he will be prosecuted by the military.

"Persecution for publishing images on Twitter demonstrates the increasing contempt by the Bahraini authorities towards freedom of expression and Internet freedom," said IFEX in an open statement defending BCHR.

Other BCHR members have also been targeted. On 9 April, Abdulhadi Alkhawaja, former president of BCHR and director of Front Line, was beaten unconscious when 15 masked men raided his daughter Zainab's home. She was also beaten. Alkhawaja was dragged away bleeding and barefoot by authorities, along with two of his sons-in-law. The whereabouts of the three men remains unknown. Zainab has since started a hunger strike. Mohammad Al-Maskati, Alkhawaja's other son-in-law and the president of the Bahrain Youth Society for Human Rights (BYSHR), has been documenting violations since the protests began and was also beaten at the house but not arrested.

With Saudi troops now in the country to support King Hamad bin Isa al-Khalifa, the attack on BCHR is emblematic of repression elsewhere in the tiny kingdom.

In the past couple of months, euphoric crowds filled Pearl Square in Manama, the capital, to listen to speeches calling for freedom and to celebrate the release of political prisoners. But with the pro-democracy movement showing no signs of abating, troops cleared the square on 16 March using tear gas and bullets and then bulldozed the area.

Detentions and pre-dawn raids have intensified even as mass demonstrations have virtually ceased. As many as 800 workers have been fired from the government and arms-length companies, apparently on the suspicion that they had attended the rallies. There have been reports of torture, beatings at checkpoints, even the forcible removal from hospitals of badly injured patients who appear to have sustained injuries from police.

Since pro-democracy demonstrations erupted in mid-February, BCHR counts more than 460 people who have been jailed or have gone missing. In the past 10 days alone, four have died in custody, says BCHR.

Last week, blogger Zakariya Rashid Hassan al-Ashiri died under mysterious circumstances while in government custody. He had been charged with disseminating false news and inciting hatred. Government claims that al-Ashiri died from complications of sickle cell anaemia were vigorously denied by his family, the Committee to Protect Journalists (CPJ) reports.

The government has provided no registry of detainees. According to Human Rights Watch, detainees are held virtually incommunicado, with at most one or two brief phone calls allowed from places of detention to ask for fresh clothing. Families of the detainees say they are not permitted to see their relatives or lawyers. Those who have been freed told BYSHR that detainees have been tortured with electric shocks, beatings and sexual abuse.

A "state of national safety", in place since 15 March, gives the security forces the right to arrest anyone suspected of threatening "the safety of citizens", search houses at will without a warrant, censor the press, and dissolve any organisation, including legal political parties, deemed a danger to the state.

For instance, after a one-day shutdown, Mansoor al-Jamri, the editor of Bahrain's leading independent daily, "Al-Wasat", along with two other editors, was forced to quit last weekend to keep the paper open. He was accused of publishing false stories to incite Shiites to rise up against the government. Al-Jamri says the false stories were planted. Two Iraqi nationals who were appointed to replace him were then deported. "Al Wasat" has since emerged as a mouthpiece for the government, says Human Rights Watch.

Prominent Bahraini bloggers Mahmood al-Yousif and Mohammed al-Maskati were also temporarily detained, reports BCHR.

In a joint statement, BCHR, ANHRI and the Cairo Institute for Human Rights Studies (CIHRS), along with 15 other groups in the region, are calling for the suspension of Bahrain's membership in the UN Human Rights Council. "Failure to act in face of the gross and systematic human rights violations committed by the government of Bahrain is believed to highly undermine the credibility and effectiveness of the Council as a whole," they said.

They also point to the "complicity and lack of political will" from international actors, particularly the U.S. and EU. The Obama administration, which considers Bahrain a crucial ally, has issued tempered criticisms of the crackdown but has not pressed for a change in government. Bahrain hosts the United States Navy's Fifth Fleet, and its monarchy is strongly backed by Saudi Arabia, reports Human Rights Watch.

U.K. Distributor Commits to $15 Million in Sales of V-ONE's SmartGate(TM)
